Most Americans Are Still Undecided

There has been a lot of focus on horse race polls for the 2016 GOP presidential nomination, but it is important to remember how much volatility there is in the contest.

Consider the October 25 New York Times/CBS poll in which seven out of every ten likely Republican primary voters (71%) said they believe it is too early to make up their minds while only 28% said their minds are made up.  

The number of people who believe it is still too early is growing, not declining. The same question in the September New York Times/CBS poll were 63% too early and 37% who had made up their minds.

Republicans are not undecided because they are not paying attention: 48% of Republicans say they there are paying a lot of attention while 38% say they are paying some.  This compares to 39% of Democrats who are paying a lot of attention and 32% some.
